The first leadership principle of Global Justice Intelligence Eyes (GJIE) is Victim Abnegation. This principle prioritizes the victims first. The interests of justice cannot be negotiated to the detriment of the interests of victims. Victims’ rights must be protected in all circumstances and not compromised in favor of any concept of peace because there is no justice without victims.

 According to Dr. Denakpon Tchobo, There is no justice without victims. Victims shall be considered at the heart of the “international justice process” from the beginning to the end. Thus, that will result in the conciliation of the interests of justice and the interests of victims for the harmonization of peace.

Our Story

Global Justice Intelligence Eyes, Inc. (GJIE) was founded in 2022 by Dr. Denakpon L. R. Tchobo, an esteemed international criminal lawyer and passionate victims’ rights activist. The organization reflects Dr. Tchobo’s lifelong commitment to ensuring that the voices of victims are heard in the international criminal justice system. In 2023, Dr. Tchobo recognized the significant contributions of Attorney Kristen Connors, who had served as Secretary and Treasurer of GJIE, by elevating her to the role of co-founder. Together, they have built an organization that stands as a beacon for justice, advocacy, and accountability on a global scale.

Dr. Tchobo is an accomplished legal scholar and practitioner with a distinguished career, including his admission to the list of assistants to counsel at the International Criminal Court (ICC). In May 2021, he was awarded the Case Global Service Award for his exceptional contributions to Law School’s international law moot court program. He is also the author of the proposed Draft Convention on the Prevention and Punishment of “Groupicide”, which aims to address mass atrocity crimes and their devastating consequences.

 

Dr. Tchobo authored several articles and books. His academic journey reflects his deep conviction that justice cannot exist without victims at its core. His Doctor of Juridical Science (S.J.D.) thesis, titled “Human Rights in International Criminal Law: Article 53 Should Be the Voice of Victims Under the Rome Statute of the ICC”, advocates for empowering victims to compel prosecution within the international criminal justice system. This groundbreaking research emphasizes the balance between victims’ rights and the broader interests of justice, a principle that continues to guide GJIE’s mission.

 

Dr. Tchobo’s dedication to victims’ rights was further solidified during his LL.M. program at Case Western Reserve University School of Law, where a pivotal moment shaped his career trajectory. During a class assignment simulating a peace negotiation, he was asked to represent a perpetrator of mass atrocities. Feeling deeply conflicted, he voiced his discomfort with granting amnesty to perpetrators at the expense of victims. He argued passionately that “it is not fair to allow perpetrators to negotiate peace with amnesties while victims are excluded from the process”—a mechanism that fosters impunity and silences those who have suffered most.

 

Rather than accepting the status quo, Dr. Tchobo channeled his frustration into scholarly research, culminating in his LL.M. paper titled “Tension Between Peace and Justice Under the ICC: Influence of Alternative Justice Mechanisms.” Graduating with honors in International Criminal Law and Procedure, he continued championing victims’ rights through his doctoral research. He defined justice as a process or action that seeks to protect victims and the accused through fair legal mechanisms for normative purposes. His belief that “there is no justice without victims” remains the cornerstone of his work.

 

The Founding of GJIE

With a strong foundation in academia and practice, Dr. Tchobo launched Global Justice Intelligence Eyes, Inc. to fight international crimes and advocate for victims’ rights on the world stage. GJIE’s mission is threefold:

  1. Investigating international crimes and human rights violations.
  2. Providing legal assistance to victims.
  3. Advocating for policy and law reform to address systemic injustices.

The organization draws inspiration from Dr. Tchobo’s vision:

Under his leadership, GJIE has rapidly become a force for justice, leveraging innovative investigative techniques, legal expertise, and strategic advocacy to bring perpetrators to justice and amplify the voices of victims in international courts and tribunals.

 

Attorney Kristen Connors: A Co-Founder’s Contribution

Attorney Kristen Connors, elevated to co-founder in 2023, has been instrumental in advancing GJIE’s mission. Her dedication to justice and organizational leadership has solidified GJIE’s foundation as a globally recognized NGO. Dr. Tchobo and Attorney Connors have assembled a team of international legal experts, investigators, and advocates committed to holding perpetrators accountable and preventing future atrocities.
